Justin Trudeau Replaces Deputy Ministers Responsible For Alleged Misconduct In The Wilfred Doyle Story

PEI farmer and fisherman, Wilfred Doyle, is beginning to think newly elected Canadian Prime Minister Justin Trudeau may be a far better Prime Minister than the media is telling us because two weeks ago, Justin Trudeau replaced the Deputy Ministers responsible for some of the problems he encountered with what he claims was the illegal seizure and sale of his fish boat contrary to the Fisheries Act and the Canada Shipping Act and the local mafia operating inside the PEI legal system. (Details of Deputy Ministers replaced are set out at bottom of page with links to sources).

It is a truism of the Canadian political structure that the various Ministries in government are run by the Deputy Ministers and the Assistant Deputy Ministers and that, for the most part, the Ministers are puppets.

This is a fact.

Legally, Deputy Ministers can exercise all of powers of the Minister.  So, if you cannot persuade the Minister or Prime Minister in Canada to do your bidding there is always the Deputy Minister who can be persuaded by bribes or otherwise to do your dirty work for you.

Commissioner Bob 

For example, RCMP Commissioner Bob Paulson is in charge of the RCMP.  So, when local RCMP officers were afraid to investigate corruption at the courthouse in PEI, Wilfred Doyle and his wife started complaining to Commissioner Bob that the local officers were refusing to do their job.  The problem for Commissioner Bob is that, although he is in charge of the RCMP, he must follow the direction of the Minister of Public Safety and in legal speak that means the Deputy Minister.  This is all plainly set out in the RCMP Act.  

So, if Commissioner Bob decided to investigate the corruption in the courthouse and judiciary in PEI and the Deputy Minister told him not to, then Commissioner Bob would have to follow orders, drop tools and stop the investigation.

That is the law and that is the way governments work in Canada and pretty much throughout the world.

Minister Ralph 

So, when Prime Minister Trudeau replaced the Deputy Minister in charge of the RCMP, the Deputy Minister of Fisheries and Oceans, and the Deputy Minister of Transport, Wilfred Doyle thought that maybe, just maybe, there is hope for law and order in Canada and, maybe, the new Deputy Minister will direct Commissioner Bob to do his job.  Of course, not all credit for should go to Justin Trudeau because the Minister in charge of Public Safety is a fellow named Ralph Goodale who has a reputation for being a capable and honest straight shooter and, during all of the scandals that surrounded the governments of Jean Chretien and Paul Martin, Ralph Goodale emerged untainted and it is entirely possible that Ralph Goodale said to Prime Minister Trudeau, "Well, Justy, I think I need to fire my Deputy because he has been blocking Commissioner Bob from doing his job properly".

However, time will tell. It may well be that Minister Ralph and Prime Minister Justin are getting ready to fire Commissioner Bob and they need a new Deputy Minister in place before they it.

Minister Hunter

All of the same comments about Deputy Ministers being replaced apply to the Minister of Fisheries and Oceans, Hunter Tootoo, from Rankin Inlet, and Canada's famous astronaut politician, Marc Garneau, who is Canada's Minister of Transport both  of whom saw their Deputy Ministers replaced in early March, 2016.  Both Minister Marc, elected in 2008, and Minister Hunter, elected in 2015, are also unscathed by any association with previous Liberal Party regimes.

We are also expecting the Deputy Minister of Justice will be replaced soon. The Department of Justice has been a centre of organized crime in Canada for several decades and the current Deputy Minister William Pentney has been part of a major cover up of crimes committed by lawyers and judges in Canada.

Pentney was appointed on November 5, 2012,  "Guy Fawkes Day", by former Prime Minister Harper to replace Deputy Minister of Justice, Miles Kervan who had to be fired due to his role in the illegal strategy Department of Justice lawyers in Federal Court lawsuit T-95-08 and Federal Court of Appeal case A-343-10 that led to the murder of Canadian Federal Court of Appeal Justice Carolyn Layden Stevenson in June, 2012, and the suicide suspected murder of Department of Justice lawyer Eric Noel in July, 2012 and a whole lot of other bad stuff that is reported on the Water War Crimes Web site  and not yet reported by the Canadian mainstream media.

The murky world of RCMP Commissioner Bob Paulson and his women.

Prince Edward Island farmer fisherman Wilfred Doyle thinks RCMP Commissioner Bob Paulson has a conflict of interest because, according to Doyle, Paulson 's wife is Erin O’Gorman, a director-general in Transport Canada the agency of Canada's federal government that, according to Doyle, illegally transferred the fishing licences of Wilfred Doyle and Doyle's wife to certain creditors contrary to the Fisheries Act.

According to a Toronto Sun article Paulson's marriage to O'Gorman "grew from an extramarital affair he began with a senior bureaucrat who worked on RCMP issues in the government department that supports Prime Minister Stephen Harper's office".

The Toronto Sun also reports that Paulson met his first wife while he and she were in the Canadian Forces in B.C.  Paulson, who trained in the military as a pilot, "was asked not to renew his contract and was released," according to an affidavit filed by his first wife in their divorce proceedings. Paulson did not respond to a question about the circumstances of his departure from the military.

Before she moved in with Paulson  O'Gorman left her job working on national security files in the Pivy Council Office to take up a mid-level executive job at Transport Canada the home of some serious corruption in Canada's government related to bulk water exports and several murder.

Recent court cases (Canada c. Haché, 2011 CAF 104; Haché v. The Queen, 2010 TCC 10; Saulnier v. Royal Bank of Canada, 2008 SCC 58; and Winsor v. The Queen, 2007 TCC 692) have given rise to related issues concerning fishing licences.

As posted earlier Paulson has also protected himself by appointing PEI lawyer Lisa Marie Enman to be part of his inner circle of advisers.

Paulson was appointed Commissioner of the RCMP on November 16,2011 replacing the first civilian Commissioner William J. S. Elliott who is currently working with INTERPOL.

The dark side of Elliott is explained at the Water War Crimes web page devoted to Elliott who was at Transport Canada at a critical time when the Water War Crimes were in high gear with secret illegal deals negotiated inside the Ministry of the Attorney General for British Columbia and when Attorney General Brian Smith was awarded the post of Chairman of Canadian National Railway, when shares in W.C.W. Western Canada Water Enterprises Ltd went to offshore accounts in London and the Cayman Islands, when the Government broke the law, when BC Deputy Attorney General Robert Edwards was rewarded with a position and was later murdered as part of a cover up.    

Since his appointment Paulson dropped the ball seriously on a number of files including the Water War Crimes investigation where his inaction led to the murder Federal Court of Appeal Justice Carolyn Layden Stevenson in June of 2012 and the suicide, suspected murder (?) of Department of Justice lawyer Eric Noel in July of the same year.  

Doyle reports that the corruption in the Prince Edward Island legal and judicial establishment is deep and that when the RCMP interviewed the local prothonotary, a glorified name for as senior court clerk, the clerk in question ran out of his office, was rushed to the hospital where it was announced he had a brain tumour.  This would explain why the Prince Edward Island judiciary and government lawyers, like Lisa Marie Enman once was are making ridiculous court orders preventing Doyle from reporting their crimes to the RCMP.

According to Wilfred Doyle:

"When the RCMP seen that they were defeated in having a trial on September 14th 2015 they ran down stairs in the court and filed five new charges of breach of an undertaking for contacting government offices while at the same time these government entities are contacting me. Its clear the RCMP are trying to use the legal process and the court to expose the Prime Ministers office that it was aware of the fraud that was committed at DFO. Because under the law the RCMP can't do it on its own."

What is going on here is that Wilfred Doyle is a whistle blower. 

He is kind of like a Julian Assange or Edward Snowdon for Prince Edward Island, aka PEI, and, just like in the United States of America, aka the USA, and elsewhere, the "whistle blowees", in this case the RCMP and the legal judicial mafia in PEI, do not like the whistle blown when they are committing crimes and they attack the whistle blower.

"Kill the messenger" is a common reaction by persons in power when they are informed of wrongdoing in their organization and it is reasonable to assume that the attack on Wilfred Doyle is approved at the highest levels of the RCMP and the judiciary.

The problem here is that according to law, the RCMP are supposed to "serve and protect" people like Wilfred Doyle instead of persecuting them with "frivolous and vexatious" legal proceedings.

The discerning reader, the intelligent reader, must ask:

"What is it about the crimes Wilfred Doyle reported to the RCMP that the RCMP and the legal judicial mafia are afraid of?"

"Why did the judge order him not to report to the RCMP the crimes that Wilfred Doyle says involved the husband of a prominent judge?"

As stated in previous posts, when it comes to investigating crimes by politicians and civil servants and the like and judicial mafias in this country the RCMP are cowards.

By comparison, in the USA, the FBI and local "elected sheriffs" regularly bring charges against dirty judges and dirty lawyers and very often those dirty judges and dirty lawyers go to "the Big House" a.k.a. "the Crowbar Hotel" for a spell.

There are no elected police officers or chiefs in all of Canada just like there are no elected judges or prosecutors which is why the judicial and legal mafia can commit crimes, such as murder as they did in the case of Justice Carolyn Layden Stevenson, from New Brunswick, and Justices Robert Edwards, James Taylor, Donald Brenner, and others in British Columbia  and get away with it thanks to a cowardly and incompetent RCMP led by the red-coated and yellow-striped Bob Paulson.

When Wilfred Doyle was expressing his belief that members of the judiciary and legal community in PEI were involved in criminal activity he was exercising his fundamental freedom of though belief opinion and expression and the attempt by the legal and judicial mafia to shut him up was nothing more than a self serving violation of that freedom by politically appointed persons.

So what is going on here?

They both died of sudden onset cancer and both on the same day, June 27, albeit two years apart, 2012 and 2014. 

They were both relatively young, both connected to the Liberal Party of Prime Minister Chretien and they were both dead within a relatively short time of each other.

Yep, it sure looks weird but when you add in the fact that Carolyn was the 12th in a series of judges directly involved on the Water War Crimes who suddenly died from unnatural natural causes and when you add in the fact cancer has been weaponized and can be used as a tool by murderers and executioners to get rid of unwanted people then it all begins to look more strange and this strangeness is heightened when you realize that Carolyn was murdered and then, logically and rationally, you, us, we must begin to wonder whether or not Justice Blanchard was murdered too?

Justice Edmond Blanchard was a very senior guy in Ottawa, Canada's capital city. 

At the time of his death, he was the Chief Justice of the Canadian Court Martial Appeals Court a position to which he was appointed in 2004. 

The Canadian Court Martial Appeals Court handles some of Canada's most sensitive legal cases that from time to time involve top level national defence secrets. Due to his position it is safe to assume that Chief Justice Blanchard would have had top level security clearance

In addition, at the time of his death, Justice Blanchard was the Vice Chair of the Judicial Conduct Committee of the Canadian Judicial Council another highly important committee that is privy to some of the darkest secrets about judicial corruption in Canada.  The Chairperson of that Committee is Chief Justice Beverley McLachlin who was an early player in the judicial corruption that loomed large in the Water War Crimes story.

When Wilfred Doyle encountered judicial abuse in Prince Edward Island when some members of the of the Prince Edward Island Court of Queen's Bench refused to do justice (as he saw it should have been done) in his case because those Queen's Benchers were connected to the local legal mafia so he filed complaints with the Canadian Judicial Council where his complaints eventually ended up on the desk of Justice Blanchard, the Vice Chair of the Judicial Council.

Was Chief Justice Edmond Blanchard a "good guy" doing his job who was silenced by agents of the legal and judicial mafia operating in Prince Edward Island who were afraid he would expose how they had conspired to loot Wilfred Doyle's property.
Or, was Chief Justice Edmond Blanchard a "bad guy" who assisted in the cover up of corruption by the legal and judicial mafia in Prince Edward Island who was executed by "higher powers" because he violated his oath and was protecting his legal and judicial pals back home?
